OPTIONAL: Heat a large skillet over medium-high heat and add the 2 tablespoons olive oil. Add the cubed beef and brown the beef on each side for about 2 minutes per side. Transfer beef and any browned bits to the crockpot.

Add the beef (whether browned or fresh) along with all remaining ingredients, including the rinsed pearl barley, to the crockpot and stir well to combine.
