Stuffed peppers have long been a beloved classic in countless cuisines, and for good reason. There’s something inherently comforting and satisfying about a perfectly roasted bell pepper, its natural sweetness enhanced by the baking process, cradling a delicious, flavorful filling. Our Tabbouleh Stuffed Peppers elevate this concept, marrying the tender texture of roasted bell peppers with the bright, herbaceous freshness of authentic tabbouleh. This combination results in a remarkably easy-to-make and incredibly light meal, making it an ideal choice for warm summer evenings or a refreshing lunch throughout the week.
Tabbouleh, a cornerstone of Mediterranean cuisine, holds a special place in my heart. Growing up, this vibrant salad was a staple at our family table, its fresh parsley, ripe tomatoes, crisp green onions, and hearty bulgur wheat always a welcome sight. It’s a salad that truly captures the essence of fresh, seasonal produce, and integrating it into stuffed peppers was a natural evolution of a favorite dish. If you’re a fan of tabbouleh, you might also enjoy exploring variations such as Greek Tabbouleh, Kale Cucumber Tabbouleh, or even a Cauliflower Tabbouleh for a grain-free option, any of which would be fantastic fillings for these peppers.
As farmers market season blossoms and home gardens yield their bounty, this recipe becomes an indispensable tool for utilizing fresh, seasonal ingredients. While I personally lean towards red bell peppers for their exceptional sweetness once roasted, any color bell pepper will work beautifully, each offering its own subtle flavor profile and visual appeal. This recipe is naturally vegan, making it an excellent plant-based option. However, its versatility allows for effortless customization. Feel free to incorporate ingredients like creamy feta cheese, protein-rich chickpeas or white beans, or even lean ground beef or turkey for a heartier, non-vegan version. These stuffed peppers are also fantastic for meal prep, reheating wonderfully and providing delicious, wholesome meals to enjoy throughout the busy week.

Core Ingredients for a Vibrant Tabbouleh

Creating the perfect tabbouleh relies on fresh, high-quality ingredients. Here’s a closer look at what you’ll need to bring this Mediterranean masterpiece to life, along with tips for selecting the best produce. Refer to the recipe card below for precise measurements and detailed instructions.
- Fresh Parsley: This is arguably the most critical ingredient for authentic tabbouleh. Opt for flat-leaf (Italian) parsley over curly parsley, as it offers a more robust flavor and a better texture when finely chopped. Ensure it’s fresh, vibrant green, and free from wilting. Parsley provides a clean, herbaceous base that defines the dish.
- Ripe Tomatoes: Juicy, ripe tomatoes are essential for adding natural sweetness, moisture, and a subtle acidity that beautifully balances the other flavors. In-season tomatoes, like Roma or vine-ripened varieties, will yield the best results, bursting with sun-kissed flavor. Dice them finely for optimal distribution throughout the tabbouleh.
- Green Onions (Scallions): Green onions provide a mild, refreshing onion flavor without the pungency of raw red or white onions. Both the white and green parts are used, finely sliced, to add a delicate sharpness and depth to the filling. Choose firm green onions with bright green tops.
- Fresh Mint: A distinctive and crucial component, fresh mint introduces a cooling, aromatic contrast that is characteristic of traditional tabbouleh. It brightens the entire dish and adds an invigorating burst of flavor. Use fresh mint leaves, finely chopped, for the best effect.
- Bulgur Wheat: This whole grain forms the satisfying base of the tabbouleh. Fine or medium-grain bulgur is preferred, as it softens quickly when soaked and absorbs the dressing wonderfully, providing a delightful nutty flavor and pleasant texture. Bulgur is a great source of fiber and energy.
- Fresh Lemon Juice: Freshly squeezed lemon juice is key to the tabbouleh’s signature bright, tangy flavor. It “cooks” the bulgur (if using fine grain), enhances the freshness of the herbs, and acts as the primary acidic component of the dressing. Always use fresh lemons for the best zest and juice.
- Extra Virgin Olive Oil: A staple of Mediterranean cuisine, high-quality extra virgin olive oil binds the tabbouleh together, adding richness, a smooth texture, and healthy fats. It also contributes to the overall Mediterranean flavor profile. Choose a good quality oil for the best taste.
Elevate Your Dish: Customization Ideas
One of the many joys of cooking is the ability to adapt recipes to suit your taste and dietary needs. These Tabbouleh Stuffed Peppers are incredibly versatile, offering endless possibilities for delicious modifications:
- Cheese Delights: For a vegetarian twist, crumble in some tangy feta cheese, creamy goat cheese, or melting mozzarella into the tabbouleh mixture before stuffing. If keeping it strictly plant-based, feel free to use your favorite vegan cheese alternative.
- Nutty Crunch: Add a delightful textural contrast and a hint of rich flavor by mixing in pine nuts, slivered almonds, chopped cashews, or even shelled pistachios. Toasting them lightly before adding will enhance their nutty aroma.
- Protein Boost with Beans: Increase the protein content and make the dish even more substantial by incorporating chickpeas (garbanzo beans), cannellini beans (white beans), or black beans into the tabbouleh.
- Spice It Up: Experiment with different spices to introduce new dimensions of flavor. Consider a pinch of Italian seasoning, earthy sumac, aromatic za’atar, a touch of chili powder for heat, or classic Mediterranean herbs like dried oregano and thyme. Smoked paprika can add a lovely depth.
- Grain Alternatives: While bulgur wheat is traditional, you can easily swap it for other grains. Try fluffy quinoa (making the dish gluten-free), toothsome farro, wholesome brown rice, light white rice, or the smoky flavor of freekeh.
- Additional Vegetables: Boost the vegetable count and add more texture by finely dicing and mixing in crisp celery, thinly sliced radish, grated carrots, or finely minced red onion.
- Saucy Goodness: For extra moisture and a richer flavor, add a layer of your favorite tomato sauce to the bottom of the baking dish before arranging the peppers, or even mix a spoonful directly into the tabbouleh filling. A drizzle of creamy tahini garlic sauce before serving is also a fantastic addition.

Step-by-Step Guide: How to Craft Your Tabbouleh Stuffed Peppers
Making these Tabbouleh Stuffed Peppers is a straightforward process, combining simple steps to create a truly delicious and satisfying dish. Follow these instructions carefully for the best results:
1. Prepare the Bell Peppers
Begin by preheating your oven to 425 degrees F (220 degrees C). Carefully cut each bell pepper in half lengthwise, from stem to base. Using a spoon or your hands, thoroughly remove all the seeds and white membranes from the inside of each pepper half. This creates a clean cavity for your stuffing and ensures no bitter parts remain. Arrange the prepared pepper halves in a 9×13 inch baking dish, or alternatively, place them on a baking sheet lined with parchment paper for easier cleanup.

Using your hands or a pastry brush, lightly rub both the inside and outside of each pepper half with a good quality olive oil. This not only prevents sticking but also helps the peppers achieve a beautiful tender-crisp texture. Season generously with salt and freshly ground black pepper. Then, cover the baking dish or baking sheet loosely with aluminum foil and bake the peppers in the preheated oven for 20 minutes. This crucial par-baking step helps to soften the peppers significantly, ensuring they are tender and perfectly cooked once stuffed, and reduces the overall baking time.
2. Craft the Vibrant Tabbouleh Filling

While the peppers are par-baking, prepare your tabbouleh. Begin by rinsing the bulgur wheat thoroughly under cold water. Place the rinsed bulgur in a bowl and cover it with cold water, allowing it to soak for approximately 10 minutes. Once soaked, drain the bulgur well. The most effective way to remove excess water is to gather the bulgur in a clean kitchen towel or paper towels and gently squeeze out as much moisture as possible. This prevents the tabbouleh from becoming watery. Set the fluffed bulgur aside.

In a large mixing bowl, combine the finely chopped fresh parsley, diced ripe tomatoes, sliced green onions, fresh mint, and the prepared bulgur wheat. Gently toss these ingredients together to ensure they are well combined. In a separate small bowl, whisk together the fresh lemon juice and extra virgin olive oil to create your dressing. Pour this dressing over the vegetable and bulgur mixture in the large bowl and mix thoroughly. Stir, taste, and adjust the seasoning as needed, adding more salt and pepper to your preference.
3. Stuffing and Final Bake
Once the peppers have completed their initial bake, remove them from the oven. Carefully spoon the prepared tabbouleh mixture into each par-baked bell pepper half. Don’t over-stuff them; a generous but loose filling works best. Optionally, reserve a small amount of fresh tabbouleh to garnish each pepper after the final bake, which adds a beautiful fresh touch when serving to guests.

Reduce the oven temperature to 350 degrees F (175 degrees C). Place the stuffed peppers back into the oven, covered loosely with foil, and bake for another 20-30 minutes, or until the tabbouleh filling is heated through and the bell peppers are perfectly tender to your liking. If you’re adding pine nuts for extra crunch, sprinkle them over the peppers during the last 5 minutes of baking to prevent them from burning.

Once baked, remove the stuffed peppers from the oven. If desired, add a small scoop of the reserved fresh tabbouleh on top of each bell pepper before serving. This adds a lovely fresh element and a vibrant presentation. Serve immediately with lemon wedges on the side for an extra squeeze of brightness.
Serving Suggestions & Perfect Pairings
These Tabbouleh Stuffed Peppers are incredibly satisfying on their own, but they also pair wonderfully with a variety of Mediterranean accompaniments to create a more complete meal. Consider serving them alongside a creamy dollop of homemade hummus or a bowl of baba ghanoush for dipping. Freshly warmed pita bread or crunchy pita chips are perfect for scooping up any extra tabbouleh. For a lighter meal, a simple green salad with a lemon-tahini dressing complements the flavors beautifully. Grilled halloumi cheese or falafel can also make fantastic additions to this vibrant Mediterranean spread.
Storage and Reheating for Freshness
To enjoy these delicious Tabbouleh Stuffed Peppers for longer, store any leftovers in an airtight container in the refrigerator for up to 3 days. While they are best enjoyed fresh on the first day to appreciate the crispness of the tabbouleh, they still make for excellent next-day meals.
When reheating, you have a few options: you can gently warm them in a skillet over medium-low heat until heated through, or for a slightly crisper exterior, pop them in an air fryer for a few minutes. Alternatively, reheat them in a preheated oven at 300°F (150°C) until warm. Be mindful not to overcook, as this can make the peppers too soft.
Frequently Asked Questions About Tabbouleh Stuffed Peppers
Fine or medium-grain bulgur wheat is ideal for tabbouleh. It softens quickly when soaked in cold water and integrates seamlessly with the finely chopped herbs and vegetables. This type of bulgur provides a light and tender texture to the salad, which is perfect for stuffing into peppers. Coarse bulgur is generally reserved for heartier dishes.
To achieve wonderfully tender peppers, par-bake them cut-side down for 10-15 minutes at 375°F (190°C) before stuffing them. This initial bake helps them soften considerably and reduces the overall cooking time once they are filled. When stuffing, ensure you fill the peppers fully but loosely, avoiding compressing the mixture, as this allows for more even cooking and maintains a light texture.
Yes, you can prepare the tabbouleh filling up to a day in advance. Store it in an airtight container in the refrigerator. If preparing ahead, you might want to add the tomatoes and mint just before stuffing the peppers to maintain their freshest texture and brightest flavor. The lemon juice and olive oil dressing can be added a few hours before assembly to allow the flavors to meld beautifully.

- Olive oil
- Salt and pepper to taste
- 1/4 cup pine nuts (optional)
For the tabbouleh:
- 2 bunches of curly parsley, finely chopped
- 2 cups diced tomato, about 4 to 5 large tomatoes
- 6 green onions, white and green parts chopped
- 1/4 cup fresh mint, chopped
- 1 cup extra fine bulgur wheat
- 1 lemon, juiced
- 1/4 cup extra virgin olive oil
Instructions
For the peppers:
-
Preheat the oven to 425 degrees F (220 degrees C).
-
Cut the peppers in half lengthwise and remove the seeds and membranes. Place the peppers in a 9 by 13 inch baking dish or on a baking sheet lined with parchment paper.
-
Rub olive oil on both sides of the peppers. Sprinkle generously with salt and pepper. Cover loosely with foil and bake for 20 minutes. This helps them cook more quickly once they are stuffed.
-
Remove the par-baked peppers and scoop the prepared tabbouleh into each pepper. Optionally, save a small amount of fresh tabbouleh to top on each pepper when you pull them out of the oven.
-
Turn the oven down to 350 degrees F (175 degrees C). Cover again and bake the stuffed peppers for another 20-30 minutes or until the tabbouleh is heated through and the peppers are tender.
-
Optional: If using, add the pine nuts to the bell peppers during the last 5 minutes of baking to toast them lightly without burning.
-
Remove the stuffed peppers from the oven. If desired, add a small scoop of fresh, uncooked tabbouleh to each bell pepper for garnish. Serve immediately with lemon wedges.
For the tabbouleh:
-
Rinse the bulgur wheat. Soak it in cold water for 10 minutes, then drain thoroughly, squeezing out excess water with your hands or a clean towel. Set aside.
In a large bowl, combine the finely chopped parsley, diced tomatoes, chopped green onions, fresh mint, and the prepared bulgur wheat. Gently mix all ingredients. -
In a small bowl, whisk together the fresh lemon juice and extra virgin olive oil. Pour this dressing over the vegetable mixture in the large mixing bowl and mix well to combine. Stir, taste, and adjust seasoning with salt and pepper as needed.
Notes
- You will notice I add fresh tabbouleh at the end to the baked stuffed peppers. I like the look of the fresh tabbouleh on top of the peppers when I serve it to guests, as it adds a vibrant pop of color and texture. You can skip this step if you would prefer all of the tabbouleh to be warmed through within the peppers.
- Enhance your dish by trying other delicious additions. Consider mixing in chickpeas for extra protein, crumbled feta cheese for a salty tang, a sprinkle of earthy sumac or aromatic za’atar, or a creamy drizzle of tahini garlic sauce just before serving.
