  • Cut the peppers in half lengthwise and remove seeds and the white membrane. Lay them, cut-side up, in a 9 by 13-inch baking dish (you might need two baking dishes depending on how big the peppers are).
  • Add one cup of water or tomato sauce to the bottom of the dish around the peppers (this helps the bell peppers steam and cook faster, resulting in tender peppers).
  • In a large skillet, heat 2 tablespoons of olive oil over medium heat.
